36.What techniques should the public schools use to strengthen literacy at all grade levels?

I think the techniques should involve bigger consequences in failing such as longer summer schools, detentions, after school help, and telephone parents when students grades start to shift down words. Longer summer schools make students work harder due to the fact they would rather not go to summer school, and failing would then not become a priority. detentions provides 2 hours in which a student has to do their work and there for spend time learning. After school help was provided to me when i was in 5th grade since I didn't like doing homework and it actually made me work on home work so we should have that through all levels of school. Telephoning parents helps get students to do their homework at home.
